BakeVideos is free while in beta, with no account, no card and no watermark. The fair-use limit is 6 videos an hour and 20 a day per browser.
Edits are cheap. Change one line and only that scene is re-voiced; the video re-renders itself. Swap a clip for a suggested one, a search result or your own upload. Reorder, add or delete scenes; change the caption style, colours, music volume or voice. Every render is kept as a version, so you can go back.
Every render carries a licence record. Footage comes from Pexels and Pixabay, music from a no-attribution library (Mixkit Stock Music Free License). Nothing needs attribution, and the licences allow social, YouTube, ads and online video. When a platform asks where a clip came from, the answer is on file.
